Sandip Kumar Mazumder is one of India's most experienced nuclear energy professionals, with a career spanning over four decades across reactor operations, international diplomacy, supply chain governance, and global performance improvement. Recognised as an Outstanding Scientist by the Department of Atomic Energy, he brings a rare combination of deep technical mastery, senior executive leadership, and high-level statecraft to every engagement.
He spent the formative 28 years of his career at the Nuclear Power Corporation of India Limited (NPCIL), rising through progressively senior roles — from commissioning the control systems on India's first heavy water reactors in Rajasthan to serving as the first Plant Manager of India's pioneering 700 MWe units at Kakrapar, Gujarat. In that role, he assembled commissioning teams from scratch, obtained regulatory clearances, and led concurrent construction and commissioning — a landmark in India's nuclear self-reliance. As Executive Director (Contracts and Material Management), he oversaw NPCIL's entire contracting vertical across seven sites, led the revision of procurement guidelines, and played a central role in implementing India's Civil Nuclear Liability framework.
From 2009 to 2013, Mazumder served as Minister of Nuclear Energy at the Embassy of India in France — a position that placed him at the centre of India's re-entry into international nuclear commerce following the historic NSG waiver. He forged institutional relationships with OECD-NEA, IEA, and French nuclear entities, facilitated India's accession to expert groups from which the country had long been excluded, and represented India's nuclear programme at forums including the Nuclear New Build Conference in London and the Oxford India Symposium. Prior to this posting, as Technical Advisor to the Chairman and Managing Director of NPCIL, he managed the front office of the country's nuclear utility chief, coordinated Board matters, and led the organisation of the prestigious WANO Biennial General Meeting in New Delhi.
From 2018 to 2024, Mazumder served at the World Association of Nuclear Operators (WANO) Tokyo Centre in progressively senior capacities — as Senior Advisor, Deputy General Manager, and ultimately Deputy Director as part of the Senior Leadership Team. He led the Performance Improvement Division, drove the transformation of WANO's organisational structure, chaired fleet performance review committees, and pioneered the deployment of Power BI for real-time performance analytics across member stations globally. His work influenced operational standards across 130+ nuclear operators worldwide.
